They then ask for more money from you for each level of pass or lift ticket. It looks to me as if what they're really saying is
If you feel concerned and guilty about global warming, give us more money to assuage that guilt. We don't do anything, but we've put together a complex sentence that makes it seem as if we do. And we make more money!
Is there a reading or understanding that I'm somehow missing here? I checked out NativeEnergy, Perhaps the ski area is sending the money - plus that additional 25% - to NativeEnergy, their "partners," who, since they are "partners," kicks back some of it, but more than that 25% kicker, in their "partnership" agreement.
