Yeah, I've heard the theory. I don't know, it is a difficult thing to keep such a ruse secret until the leaker was nabbed. You know the left-leaning Europeans were going get all hot and bothered when the story came out, so why would you invite that hostility for this purpose? Still, it's possible.
