Voter Fraud Is A Problem
Rather than voter disenfranchisement, voter fraud, illegitimate votes which disenfranchise the legitimate ones, is a far larger problem. Michelle Malkin on her blog has a summary of the many current stories and investigations of fraud in Tennessee, Ohio, Michigan, West Virginia, Wisconsin, New York and Florida.
Think of it this way. Every illegitimate vote, maybe by somebody's dog, cancels out one legitimate vote. Read the blurb quoted on Ms. Malkin's site from John Fund's new book, Stealing Elections: How Voter Fraud Threatens Our Democracy if you don't think the problem is severe. The Clinton-era 'Moter Voter' law is a big problem - as a result of sloppy registrations and lack of identification we are a long way away from the ideal concept of 'one man [or woman], one vote'.
UPDATE: The Key Monk has a very well fleshed-out piece on the Democrats efforts in this area, including the fiction of '1 million disenfranchised African-Americans' from 2000.
